As of January 1, 2022, there will be no mandated order for CDL training. However, the regulations are open to interpretation, so training providers may choose to offer theory training before CLP training. Therefore, drivers with expired CDL licenses will not have to take the new course. However, it is best to get started as soon as possible, since the new regulations may be confusing. In addition, ELDT requirements will not be retroactive.

 

ELDT requirements are not retroactive

The FMCSA has announced that ELDT regulations will be implemented on February 7, 2022, for entry-level commercial motor vehicle operators. Unlike previous changes, ELDT will not be retroactive, so CDL holders who obtained their CLP before the start date are not affected. This change will also allow training providers to implement the electronic interface necessary to transmit student records to state licensing agencies.

 

These ELDT requirements do not apply to drivers who were issued a CDL before the new rules were implemented. CDL holders who obtained their CLP before February 7, 2022, will not have to complete the required training. Similarly, those who obtained their CLP before that date will not need to take separate classes for Class A and Class B. However, this doesn't mean that they cannot continue to work.

ELDT providers must be listed on the TPR

To avoid the red tape and to make the certification process more efficient and accurate, training providers must register on the TPR. These training providers must meet certain criteria. The government's Entry-Level Driver Training rule lays out the criteria and the checklist required to meet those standards. The TPR will allow state driver license agencies to verify the training completion by checking applicants' records and granting CDL certification.

ELDT is a mandate for all CDL training companies. It applies to for-profit and non-profit CDL schools, private fleets operating dock-to-driver programs, and over-the-road fleets with internal CDL schools. The DOT states that training providers can register on the TPR before the rule goes into effect. However, some of these training providers may still not be listed on the TPR.

ELDT is a federal program

ELDT stands for enhanced driver education. It has been approved by the FMCSA and requires CDL training organizations to register with the Training Provider Registry. As a result, the rule makes it easier for employers to hire new drivers. ELDT requires applicants to complete classroom education, a knowledge assessment, and receive a trainer's endorsement to prove their training. The new regulations do not affect individuals who already hold a valid CDL. The regulations do not apply to CDL holders who earned their CDL before February 7, 2022. However, prospective CDL holders with a CDL or CLP prior to the implementation of ELDT will not need to take the skills test. In addition, the regulations don't affect individuals who are already licensed for a different class or endorsement.

ELDT is not required for drivers with expired CDL licenses

Whether or not you need to take an ELDT depends on the state in which you hold a valid CDL license. There are certain exceptions and exemptions from ELDT, as listed in 49 CFR Part 383 of the federal motor carrier safety regulations. In Nebraska, you are exempt from taking the ELDT if you have a valid CLP issued in another state.

If your CDL license is expired, you must take a written exam and a road test. You will also have to pay a new application fee. New application fees are higher than renewal fees. In some states, you can renew your license for 60 days or three years, depending on how long it has been since you last renewed it. If you have been inactive for more than a year, you may be eligible to take the ELDT again.
