Fluency is the ability to read text accurately, quickly, and with expression. Fluency also efects the readers ability to comprehend the text being read. 

Students need instruction and practice in fluency. Research shows that best practices in teaching fluency include repeated, monitored reading and modeling fluent reading. These are just a few of the strategies that help build fluency. 

One strategy that you may not have heard of is NIM, Neurological Impress Method. This is when the instructor and the student choral read at different volumns. One will read louder than the other, then they will switch. This helps the student to feel safe and confident when practicing fluency.
